who's the more virtuous ?

on what grounds would you define someone to be virtuous ?
say someone has the opportunity to cheat on his wife
he can either :
* act on the opportunity and be successful
* act on the opportunity and get rejected
* consider the opportunity but chickens out
* consider the opportunity but decides not to
* doesn't see the opportunity when it's staring him in the face
presumably there's other possible scenarios - but which does exhibit real virtuousness ?

one you didn't mention: sees the opportunity but doesn't seize it, as opposed to actually
considering
it or not seeing it.
of the ones you mentioned: the one considering it and not seizing it.

therefore i think he ain't. like a child that hasn't done anything, neither positive nor negative. virtue is however a positive thing... so, as i said, there has to be a decision made in order for him to get credit on either side
